Test driving without auto insurance

I had recently scheduled an appointment to test drive a Model 3 LR. But, I was not allowed to test drive it because I don’t have auto insurance. I have read the agreement and it clearly states that Liability is provided by Tesla. Is there something I’m missing out on? The manager simply denied saying that he can’t allow it even though the agreement says that Liability is covered.

I currently don’t own a car and therefore don’t have insurance. How do you expect a person to make a decision without test driving it? In fact, how do you expect a person to have insurance without having a current car?
